The Economic and Financial Crimes Commission (EFCC) and the Independent Corrupt Practices and other related offences Commission (ICPC) have been petitioned to investigate alleged large-scale corruption, financial mismanagement, and abuse of office at the Federal University Oye-Ekiti (FUOYE), involving the Vice Chancellor, Prof Abayomi Sunday Fasina, and top officials of the institution.

It accused the university’s leadership of “mdeeply entrenched corrupt practices that undermine the integrity of our educational institutions and erode public trust in governance.

The petition alleges that FUOYE has, under the leadership of Prof. Fasina, been “plagued by allegations of financial improprieties” involving unauthorized payments, duplicated vouchers, non-existent procurements, and the diversion of public funds.

According to the CCN, the Internal Audit Compliance Committee’s 2023 report (attached as Appendix I) exposed a series of serious infractions, including: Unauthorised transactions executed without proper approval or completion of pre-audit procedures.

“Absence of valuation certificates for contracts, raising doubts about due diligence and duplicated payment vouchers and improper payment practices suggesting deliberate attempts to misappropriate funds.

“Payments made without Vice Chancellor’s approval, compromising financial integrity and Non-existent procurements, such as laptops and stationery allegedly bought for departments at FUOYE’s Ikole campus.”

The petition further claims that funds meant for these procurements were diverted for personal use by key management officials, including the Bursar, Mrs. Adekemisola Adebolanle Debo-Ajagunna, former Director of the Institute of Part-Time Studies (IPTS), Dr. Adeleke Omolade, and the Head of Procurement, Mr. Vincent Atemiola.

The group also detailed cases of alleged corruption at the Institute of Part-Time Studies between 2021 and 2024 (Appendix II), citing missing funds, omitted revenues, and falsified records.

Among the key findings are: ₦279,808,000 allegedly diverted from administrative portal maintenance funds and ₦38,684,000 collected as screening fees not reflected in the university’s financial records.

₦24,322,000 from handbook/orientation fees between 2021 and 2024 unaccounted for and incomplete or missing academic records to conceal true financial flows.

The petition alleges further that several construction projects across FUOYE’s campuses were substandard, reduced in size, or non-existent, with funds for supposed procurements redirected into private accounts.

A particularly striking example involves the alleged consumption of thousands of litres of diesel at the Vice Chancellor’s residence, even while Prof. Fasina was reportedly on leave in the United States from April 14 to October 14, 2025.

However, the CCN described this as evidence of “a ghost building” and “systematic diesel fraud.”

The CCN also accused Senator Victor Ndoma-Egba (SAN), Chairman of the FUOYE Governing Council, of colluding with Prof. Fasina to manipulate the upcoming Vice Chancellorship appointment process.

According to the petition, the duo allegedly plan to install Professor Joshua Olalekan Ogunwole as the next Vice Chancellor through a pre-determined, compromised process designed to protect and perpetuate ongoing corruption.

The petition points to the compressed two-week timeline (October 23 to November 6, 2025) for the selection exercise as evidence of manipulation.

“Such a rushed schedule violates established procedures for Vice Chancellorship appointments in federal universities and confirms that the process is already compromised,” it stated.

The CCN further accused the Governing Council of violating the Minister of Education’s directive that all council meetings be held on the university campus.

Instead, Senator Ndoma-Egba allegedly continues to host meetings in Abuja, incurring wasteful spending on duty tour allowances, travel costs, and other avoidable expenses.

“All stages of the ongoing Vice Chancellorship selection process, including the final announcement, are scheduled to hold in Abuja,” the group wrote, adding that the practice raises serious concerns about secrecy, manipulation, and financial recklessness.

The petition urged the EFCC and ICPC to launch an immediate investigation into the allegations and prevent the Vice Chancellor from leaving the country before the end of his tenure.

It also called on the Minister of Education and the Accountant General of the Federation to halt the ongoing Vice Chancellorship process and establish a joint forensic audit committee involving internal stakeholders such as staff unions.
